To sit inside a preparation centre in Kota is to understand something that no government report will ever state plainly. The students there are not being educated. They are being processed. They wake before dawn, attend lectures for eight to ten hours, return to their hostels, and study for four more. They do this for two years, sometimes three, in pursuit of a rank in an examination that will determine the entire trajectory of their lives. The coaching centre collects its fees regardless of outcome. The next batch arrives in June.
This is not a story about one bad exam board or one compromised paper. It is a story about a system that has spent seventy years asking the wrong question. Indian education has asked, obsessively and at enormous cost to the people inside it, how to rank students. It should have been asking how to make them capable. Those are not the same project, and the gap between them is where an entire generation has been quietly lost.
The Government Job That Isn't Coming
Ask most Indian students what the purpose of education is and they will answer, honestly, with some version of a stable job. A government post. Something with security, something that signals arrival, something that ends the anxiety their parents have carried for decades. That answer is not their fault. It is the answer the system trained them to give.
The Indian government cannot employ the number of people chasing it. It never could. The entire psychological architecture of Indian schooling, the entrance exam culture, the years surrendered to rote preparation, the families that restructure their finances around a single morning's performance, is built around a competition for positions that could not absorb even a fraction of the candidates even if every vacancy were filled tomorrow. What fills the gap is a coaching industry now worth tens of thousands of crore rupees, growing every year, monetising the anxiety it did not create but has learned to depend on.
The students who took to the streets after NEET 2026 were not protesting one leaked paper. They were protesting the entire logic of a system that compresses a person's worth into a rank, and then cannot even guarantee the integrity of the process that produces it. What School Actually Teaches
The content of a school education is what appears in the syllabus. The culture of a school education is what the child absorbs from the structure of every day spent inside it. In India, both are organised around the same activity: preparing for examinations. A child who can reproduce the water cycle diagram perfectly but has never been asked to take responsibility for anything. A student who scores high on a civics paper but has never had to maintain a shared space, coordinate with people they didn't choose, or see a project through from beginning to end under their own steam. These are not edge cases. They are the median output of a system that mistakes content delivery for education.
Japan runs a school programme called o-soji. Every day after lunch, for roughly twenty minutes, students across Japanese public schools clean their own classrooms, corridors, and shared spaces themselves. There are no large janitorial teams handling the daily work. Students sweep, mop, and tidy, guided by music played over the school PA. What looks from the outside like a cleaning routine is, inside Japanese pedagogy, something else entirely. The educator Yutaka Okihara describes o-soji as "an essential school experience that encourages a child's sense of responsibility, cooperation, cleanliness, interpersonal and socialisation skills and duty towards the community and society." His point, and the point of the entire programme, is that the cleaning is not the goal. It is the vehicle.
One observer who spent four years watching o-soji operate in practice wrote that what struck him most was not the cleaning itself but what it communicated. Students did not see themselves as guests in an institution maintained by someone else. The school was theirs, and they understood this because they were asked to demonstrate it every day. The hierarchy of academic performance, which dominates everything else in a school day, flattens completely during o-soji. The student who tops every test sweeps the same corridor as the student who struggles. That is not incidental. It is the point.
Research on structured chores in early schooling points in a consistent direction. Children who were given responsibility for maintaining shared spaces showed stronger prosocial behaviour, better self-efficacy, and in some studies, measurably better academic performance in subsequent years. The connection is not mysterious. Taking responsibility for something and seeing the consequences of how well you do it is one of the most fundamental ways human beings learn to function inside a group.
Teaching Civic Sense Is Not a Subject
India teaches a subject called Moral Science, or Value Education, depending on which board governs the school. Students memorise definitions of honesty, civic responsibility, and respect for shared spaces. The definitions appear on the examination. Then the bell rings.
This is not civic education. It is civic vocabulary, which is a different thing entirely. A child who can define "community responsibility" in an examination has not been taught community responsibility. A child who has cleaned a shared space every day for ten years, who has seen what happens when people stop caring for the things they share, who has experienced what it feels like to maintain something and take pride in it, has been taught something that will not leave them.
The distinction matters enormously when you look at what Indian employers consistently say they cannot find in graduates. The complaint is almost never about technical knowledge, which can be acquired in months of focused work. It is about the softer and in some ways harder things: the ability to take ownership of a problem without being told to, to work with people you did not choose toward a result that requires all of you, to handle failure without collapsing and success without stopping. These are not personality traits you either have or don't. They are capacities built through experience, repeated over years, inside structures that demand them. Indian schools are not building those structures.
Singapore, which shares neither Japan's history nor its culture, adopted student cleaning responsibilities in schools formally in 2017 through its Ministry of Education's Character and Citizenship Education framework, explicitly citing civic-mindedness and the dignity of labour as the educational goals. Taiwan has similar practices embedded in school routines. These are not countries copying Japanese tradition. They are countries that looked at the evidence on what structured responsibility does to children over time and made a policy decision accordingly.
What Navism proposes for Indian schools is not complicated in concept, even if it is demanding in implementation. Build structured student responsibility into the school day itself, not as a special programme but as ordinary routine. Community service as a genuine graduation requirement with real hours in real situations, not a checkbox. Student councils with actual decision-making authority over defined parts of school life. These things do not cost what a new school building costs. They cost commitment to a different idea of what school is for.
What Universities Are Actually For
A university should produce someone who can think through a problem they have never seen before. Not every problem in their field, and not perfectly, but with genuine capacity rather than the ability to reproduce what was taught. That is the job. Everything else, the subject matter, the technical skills, the credential, is in service of that one outcome.
Most Indian universities are not doing this. They are delivering syllabuses, administering examinations, and issuing documents. The relationship between what a student learns and what a problem in the actual world requires is loose at best. Faculty in many institutions have not conducted original research in years. Curricula in professional programmes frequently reflect what the field looked like a decade ago rather than what it looks like now. The regulatory environment discourages autonomy, and autonomy is the precondition for any institution doing anything genuinely new.
The research university problem runs deeper than curriculum. The countries that currently lead in frontier technology, in semiconductors, artificial intelligence, biotechnology, advanced materials, do so because their university systems are producing the foundational knowledge that becomes those technologies. India mostly imports that knowledge and then applies it. That is a dependency that compounds quietly over time. It means that when a new technology emerges, India is always in the position of catching up to what someone else's researchers worked out years earlier, acquiring it at whatever price the holder decides to charge, and remaining structurally unable to be the one who works it out first.
Building genuine research universities, institutions where research is the primary activity rather than a secondary obligation squeezed around teaching loads, where faculty are recruited and evaluated on what they discover, where doctoral students spend years on questions that have not been answered, is a long-horizon investment. The returns do not arrive in the term of the government that makes the investment. That is exactly why it does not happen, and exactly why Navism treats it as a structural commitment rather than an aspirational policy.
Every degree programme at every institution should be able to answer one question clearly: what can this person do when they leave? Not what do they know. What can they do. A civil engineering graduate who can read a site and identify structural problems. A computer science graduate who can build something functional from scratch. A history graduate who can research a question, evaluate conflicting sources, and produce an argument that holds. If the programme cannot answer that question about its own graduates, the programme needs to be rebuilt from inside. University autonomy, freed from regulatory bodies that have not updated their frameworks to reflect what their fields actually look like, is the prerequisite for any of this being possible.

One of the most damaging things Indian education policy has done, largely through neglect rather than intention, is to position vocational and skills training as the option for students who could not make it academically. The ITI, the polytechnic, the diploma programme. These exist in a separate and lower social tier. Parents who send their children there feel, in many cases, that something went wrong. That feeling is not irrational given the economic outcomes the system has historically produced for vocational graduates. It is a response to a real pattern. But the pattern is not inevitable. It is a product of how the system was designed, and it can be redesigned.
Germany's dual education system is the most studied example of what a serious vocational pathway looks like. Roughly half of all German secondary students enter vocational tracks that combine structured classroom learning with formal apprenticeships inside real companies. A student training as a precision machinist spends part of their week in a workshop machining actual parts for a manufacturer that has signed a formal training agreement with the state. The credential they earn at the end is nationally portable and recognised by employers because it was built inside the conditions of actual work, tested against real standards, not simulated in a classroom and then assessed on paper.

India's Skill India programme has been running since 2015. Its outcomes in terms of sustained quality employment have been contested by most serious assessments. The problem is not that vocational training is being offered. It is that the training quality is inconsistent, the curriculum is frequently outdated relative to what industry actually needs, the certification is not reliably recognised across states, and the connection between training institutions and employers who would hire their graduates is loose or absent. Tamil Nadu and Gujarat show better outcomes precisely because in those states the connection between skills training and local manufacturing demand was built deliberately rather than assumed. That model can be replicated. It requires commitment to the connection, not just to the training itself.
Navism's position on vocational education is that it must be built as a genuine first choice, structurally competitive with the degree pathway in what it delivers and delivers consistently. A national skills credit framework that makes certifications portable and stackable across states. Compensation benchmarks for skilled tradespeople that reflect actual market value. Formal, contractual relationships between training institutions and the manufacturing programmes that need the people they produce. Not inspiration. Infrastructure.
The School You Actually Want to Be In
Walk into a school in Finland or a well-resourced school in the American midwest and there is something in the atmosphere that is immediately noticeable and difficult to name. The students are in it. There is a culture that extends beyond the classroom. Sports matter, not as a weekly physical education period that everyone treats as a break from real work, but as something the school's identity is organised around. The debate team, the science fair, the school play, the inter-school tournament. These are not distractions from education. They are where students discover what they are actually good at, where they learn to want to be excellent at something for reasons that have nothing to do with a rank.
Indian schools, particularly government schools and mid-tier private institutions, mostly do not have this. Sports infrastructure is minimal or absent. Cultural activities are occasional rather than structural. The school day is a content delivery mechanism and then it ends. The consequences of this are practical, not merely cultural. A student who has been on a team, who has practised something over two years and watched themselves improve through work rather than talent, who has competed and lost and come back, arrives at adulthood with capacities that years of exam preparation do not produce. Those capacities are exactly what India's employers say they cannot find. The connection between what schools do not build and what employers cannot find is direct, and it is not being addressed by any current policy conversation.
Every school should have grounds. Every school should field teams in at least a few sports with a competitive circuit that makes those teams matter to the people on them. Every student should have some structured experience of working toward something with other people and being accountable for the result. This is not a luxury available only to well-funded private schools. It is the basic architecture of a school that produces people rather than certificates, and it should be treated as national infrastructure accordingly.
The Ground That Isn't There
According to the UDISE+ survey of 2021-22, 3.4 lakh schools in India do not have a playground. That is not a rounding error. That is 23 percent of every school in the country, and it represents only the ones with no ground at all. The survey offers no data on the condition of the 77 percent that technically do have one, which is its own kind of answer. An earlier parliamentary standing committee report found that close to half of government schools lacked either electricity or a proper playground. Bihar, a state that sends enormous numbers of students into the national examination pipeline every year, had fewer than one in three schools with a functional ground.
This is the physical foundation of India's sporting culture. Or rather, its absence.
The conversation about this usually gets channelled into the Olympics, into why a country of 1.4 billion people returns with a handful of medals while nations a fraction of its size fill up the podium. That framing is not wrong but it misses the more important point. The Olympics argument is about elite sport. What India needs to fix first is not elite sport. It is the complete absence of a school sports culture that reaches ordinary students, not the ones who will become professional athletes, but the ones who will become engineers, doctors, farmers, and civil servants, and who need what competitive sport builds in a person long before they decide what they are going to do with their lives.
What Sport Actually Builds
The argument for school sport is not that it produces Olympic champions, though a serious school sport infrastructure would eventually do that too. The argument is what it does to the students who will never come close to elite competition.
A student who plays competitive sport for three or four years of school has, by the end of it, experienced something the examination system does not produce. They have practised something difficult and watched themselves improve through work rather than through being told they are talented. They have competed and lost and decided whether to come back. They have depended on other people for an outcome that mattered and had other people depend on them. They have learned, in the most direct possible way, that preparation is not optional and that the result on the day reflects the work done before it. They have had a coach tell them they were wrong and had to accept it and adjust.
These are not soft skills in the dismissive sense that phrase is often used. They are among the hardest things to build in a person and among the most consequential for how they function inside any institution, team, or system they encounter as an adult. Every employer who says Indian graduates cannot take ownership, cannot handle criticism, cannot work under pressure without needing to be managed closely, is describing the absence of exactly these capacities. The school exam system does not build them. Competitive sport, done seriously and consistently over years, does.
The former Indian hockey player Mir Ranjan Negi put it plainly: "Lack of sports not only compromises on their growth and fitness, physically and mentally, but they also lose out on other crucial life skills such as team building, leadership, managing their own anger and failures and communication skills."
There is also a physical health argument that India is consistently unwilling to state plainly. Lifestyle diseases, obesity, metabolic conditions, cardiovascular problems, are hitting younger and younger populations. A 2022 study across 27 Indian states found that a quarter of adolescents did not meet basic moderate-to-vigorous physical activity guidelines. The school is the one institution that reaches every child in the country before adult sedentary habits set in. Treating sports infrastructure in schools as a discretionary budget line rather than as essential public health infrastructure is a decision that will cost the country in healthcare expenditure for decades.
The Culture That Is Missing
In American high schools, in British grammar schools, in Australian secondary colleges, the sports team is a genuine part of school identity in a way that shapes the social experience of being a student there. The Friday night football game, the inter-school athletics meet, the swimming carnival. These are not extracurricular. They are the curriculum in the sense that matters most: the part students remember twenty years later and that shaped who they became while they were inside it. Students who are on a team have a reason to be at school that goes beyond examination preparation. They have something to be excellent at that the exam does not measure. They have a community of people who depend on their showing up.
Indian schools do not have this, and the absence is not only about grounds and equipment. It is about whether sport is treated as structurally important to what the school is, or as a periodic distraction from the real work of syllabus completion. Physical education periods are widely treated by students, teachers, and parents alike as the period that does not count. The annual sports day is a performance event, not the culmination of a year of genuine competition. Inter-school tournaments exist in some states and some systems but they are not the norm, they are not well-resourced, and they do not carry the institutional weight that would make students and families treat them as worth caring about.
Navism's position on this is structural rather than aspirational. Every school should have a functional ground as a condition of recognition, not as an aspirational target. Not because sport is more important than mathematics, but because the capacities it builds are as important to national capability as the capacities mathematics builds, and a system that refuses to recognise this will keep producing the graduates it has always produced.
India does not lack athletes. It lacks the structured, early, consistent sporting opportunity that produces them at scale. The child running barefoot in a Bihar government school with no ground and no equipment and no inter-school circuit to compete in is not lacking talent. They are lacking infrastructure. That is a policy failure, and it has a policy solution, if there is the will to treat a playground as being as essential to a school as a blackboard.
The System Was Never Built For Them
The education system India has right now was not designed to fail students. It was designed for a different era with different constraints, built around producing a small administrative class for a planned economy, and it was never fundamentally updated when the economy it was designed to serve stopped existing. The NEET crisis, the coaching industry, the graduate unemployment, the employers who cannot find people who can do things: these are not separate problems. They are the same problem viewed from different angles.
The fix is not a new scheme or a renamed authority or an awareness campaign about the dignity of vocational work. It is a different idea of what school and university are actually for. Students who finish school knowing what they are capable of and having been given responsibility for something real. Graduates who can be hired because they can do things. Tradespeople whose skills are respected because the system that produced them earns respect. A generation that arrives at adulthood having maintained something, built something, worked with other people on something, and seen it through.
That is the country this movement is trying to build. The education system is not one of the places it starts. It is the place it starts. Everything else depends on it.
